Saint Paul College Holds Premier Position in Governor Walz's 2024 Bonding Bill Recommendations

Governor Tim Walz has prioritized Saint Paul College’s bond request for a campus-wide renovation and renewal. For the Minnesota State system, the Governor recommends $113.6 million, including $82 million for HEAPR, or asset preservation projects, and $31.8 million for the SPC’s Academic Excellence renovation project, the first project in the Board of Trustee's request after HEAPR.

Being a high priority in this bill ensures that Saint Paul College can amplify its commitment to serving students by providing enhanced support systems and fostering more inclusive learning environments. We are grateful to the Governor for prioritizing our project, a testament to his commitment to advancing higher education, and to developing a skilled workforce, and creating community impact.

One Stop Concept SketchThe renovation and renewal project at Saint Paul College is a comprehensive endeavor that involves redesigning over 100,000 gross square feet (GSF) of existing classroom, laboratory, and high-use student service spaces in the aging East Tower, West Tower, and First Floor. The entire campus will undergo enhancements, and student services will be consolidated near the college's west entrance. The project also focuses on improving classroom and lab spaces, particularly in high-demand areas such as business, math, computer science, and other technical career programs, to meet the growing needs of students and

 enhance the overall educational experience. This project ensures that the college's diverse student body gains increased access to modern, relevant, functionally improved, and attractive instructional spaces specifically designed to accommodate high-demand services and programs.

The recommendation aligns with Governor Walz's focus on maintaining and enhancing existing assets. As he highlighted in a recent press conference, "It's irresponsible to not make sure you're keeping up on the maintenance."

On January 17, Saint Paul College presented the Academic Excellence project to the SenateCapital Investment Committee, including Committee Chair Sandy Pappas (65, DFL). Student Senate President, Rejoice Udochukwu, spoke about the project’s transformative impact, emphasizing that it would significantly enhance the student experience. Udochukwu stated that the project would help students feel "seen, heard, and valued " as it involves a comprehensive reconfiguration of student services.

The bonding bill, a vital legislative tool for funding capital investment projects statewide, serves as an instrument of growth and development for public institutions. The 2024 legislative session convenes on Feb. 12, 2024, and the Legislature will consider Governor Walz's bonding recommendation as they work to put together a bonding bill.
